Abubakar said this on Friday while delivering a lecture at the National Defence College, Abuja, to mark the Silver Anniversary of the institution.
The lecture was titled, “Capacity building for defence management: The role of National Defence College Nigeria.”
The former head of state noted that the current state of the economy and “myriads of needs” had affected defence allocations, urging the government to do more.
He said, “The defence budget of any country usually comes under the scrutiny of politicians, taxpayers, the media, international organisations, friendly and unfriendly countries.
“There is the need for some members of the political class to be exposed to the economics of defence. But how many people involved in defence budgeting in Nigeria are part of this course?”
